Headed by a nine-member Coordinating Board, the Department promotes higher education and provides financial access by recommending appropriations for the state's public four-year colleges and universities; approving new degree programs; and conducting statewide planning for higher education. The CBHE administers several Missouri loans, grants and federal programs.

State regulation of railroads began in the eastern states in the pre-Civil War era. The regulatory movement spread to the other regions of the country, especially the Midwest, in the 1870s.
